Paparazzi Arrested Outside Lindsay’s Home

Last night, a very young paparazzi was arrested outside Lindsay Lohan’s home. Another pap caught the event on camera, though it’s not very clear. He, too, was asked by the police to leave and turn off his camera, repeatedly insisting it was off when, of course, it wasn’t.

I wonder why the young kid was arrested? Usually the cops can only ask them to leave the area, not to arrest them. At one point, this cameraman says “Austin got arrested of Lindsay driving fast”, which isn’t completely clear.
